Superintendent Certification
Program Overview
The mission of our program is to prepare leaders who enhance the learning experiences for all students within their organizations. To effectively implement this vision, the following features emerged from the work of a Superintendent Preparation Program Stakeholders Team. These goals align with the department's educational leadership preparation program design principles as well as AASA's program standards for the Superintendency. This program is designed to prepare leaders:
- Who are inquiring, reflective practitioners
- Who positively impact learning for the development and accomplishment of the district vision.
- Who value, encourage, and facilitate the professional development of self and others in their organizations.
- Who possess the ability to communicate effectively with internal and external audiences.
- Who model ethical leadership.
- Who exhibit an understanding of efficient and effective organizational management.
- Who demonstrate efficient and ethical fiscal management.
- Who demonstrate competencies of legal concepts, policies, and regulations of school operations.
- Who value, understand, and support diversity across the organization.
- Who are able to evoke positive change related to student improvement.
- Who can effectively establish linkages with appropriate school community agencies.
The Superintendent Certification Program is an extension of the Educational Specialist Degree for Advanced Certification in the Principalship and the Educational Doctorate. To be eligible for this program, students must have completed or must be currently enrolled in the University of Missouri EdS Program for Principal Preparation or the Statewide Cooperative Ed.D degree Program. The Program was designed within the College's NCATE "Conceptual Framework." The desired outcome is to produce "Effective school leaders who are reflective and inquiring practitioners." The program curriculum will focus on developing students' leadership abilities to a high level of competency. The specific curriculum will reflect the 12 ELPA Leadership Dimensions, the 6 ELCC Standards, and the AASA Professional Standards for the Superintendency.
Program Assessment
Both formative and summative assessment will be utilized throughout the programs to evaluate how well the program prepares school leaders according to the program goals established to accomplish the program vision. Student data (e.g. exit interviews, student surveys, professional on-the-job success, etc) will be used as one form of program assessment. Additional evaluation data will be collected from the colleagues, supervisors, and employees of program graduates regarding their incorporation of the program's competencies in their professional leadership roles. Student scores on student assessments will also be utilized in the examination of program content and delivery. All program evaluation data will be examined by university faculty, the program design team, and the larger program stakeholder group for review and recommendations. Periodic meeting of the design and stakeholder groups will be held to discuss possible program refinement.
Program Delivery
As in all ELPA leader certification preparation programs, in this program:
- Instruction will be delivered by both University of Missouri faculty and clinical professors of practice.
- Students will be actively involved in the design and delivery of various aspects of the curriculum
- Instruction will be reflective of the current knowledge base of teaching and adult learning.
- Classroom instruction will be enhanced through meaningful internship (field-experiences throughout course work.
- Technology will be utilized to enhance instruction, learning, and assessment.
- Collaborative, authentic learning experiences will be followed by authentic assessment using multiple forms of performance demonstration.
The program will provide academy-like learning experiences and the use of field-based and problem-based learning activities throughout. In addition, students will be required to complete an electronic portfolio documenting competence in the program's standards.
Program Course Work
The award of the Superintendent certificate will require completion of four 3-hour courses, including a 3-hour internship, focusing specifically upon central office leadership, in addition to successful completion of the ELPA, EdS or EdD degree programs.
